Yuriy Khivrych conducted the planned telephone conference
The assistant of the Donetsk RSA chairman YURIJ KHIVRYCH conducted the telephone conference with enterprises of house-communal economy about going through the heating season 2007-2008 years.
As he said, the heating season is stable taking the weather conditions into account. During the holidays there were stoppings of boiler houses for 50 hours in the region. The reason for that was the absence of electricity transmission, water, and also disrepair of thermo roads. Some houses have problems with water supply and sewerage, because of the unsatisfactory heating of basements.
Empty flats are 2912 in the region. Herewith, 1496 flats were returned with the help of court in 2007. They were repaired and settled.
Annual plan of the dwelling total repair is accomplished to 99.6%.
The assistant of the Donetsk RSA chairman reminded that in 2007 the region received 462 million of hryvnjas, foreseen by the budget about the programs of house-communal economy development. During the year, 39 millions of hryvnjas were not used and they were returned to the state budget. Thus, reconstruction program of the central water supply systems did not used 8 million hryvnjas. The plan of total repair and lifts’ modernization is made to 99.8%. According to the program of flooding results’ liquidation, 2.2 million hryvnjas are returned to budget. The complex reconstruction of quarters is well made. According to the energy saving program, the level of money using was 90%. In accordance with the reconstruction plan of the heat networks, 2.2 million hryvnjas are not used, establishment of accounting devices – 1.8 million hryvnjas, the development of depressive territories – 4.1 million hryvnjas. Corresponding programs for 2008 are under the stage of forming.
A great work is done to provide the region citizens with privileges and subsidies. Today, the average index is 8.8% families in the towns of region and 6.7% - in districts.
YURIJ KHIVRYCH pointed out that a strained situation remains in payment of wages in the communal enterprises of the region. The debt rate is 2.8 million hryvnjas on the economically active and 2.5 million hryvnjas – on the economically inactive enterprises.
