Today the regional state administration collegium considered the regional budget project for 2008 during the conference

RSA chairman VOLODYMYR LOGVYNENKO conducted the conference of the RSA collegium today. The main question was the regional budget project for 2008. 

The RSA collegium conference outlighted that forming of the region budget  was carried out according to the regulations of Constitution of Ukraine, Budgetary code of Ukraine, Declaration of budgetary policy aims and tasks for 2008, ratified by the decision of Ministers Cabinet of Ukraine, individual regulations of the Conception of local budgets’ reformation, approved by the order of Ministers Cabinet of Ukraine, and also other normatively-legal acts.
 As MYKHAJLO SKARHA, the RSA head of the main financial governance, said that “relations between states and local budgets for the next year are well-regulated by the clear fixing of profits and charges according to budgets of all levels, determination by the state budget ratifications of interbudgetary transfer amount as the leveling dotation from the state budget to the budgets of cities and districts of the region and costs delivered from the appropriate local budgets to the state budget and also additional leveling dotations for financial well-being of local budgets and subvention costs from the state budget to the local budgets of the region for the programs’ fulfillment of social population protection”.

In order to provide the delegated and own plenary powers, constitutional guarantees to the population, implementation of the socially-ponderable programs and actions, increase of the population welfare, further reduction of budgetary debt the organs of local self-government must direct efforts on development of positive region economic trends, effective expense of budgetary costs.
Leader of the region VOLODYMYR LOGVYNENKO expressed dissatisfaction in relation to a budget for 2008. In particular, he said: “It is a technical budget. We will continue to work it out, and basic budgetary indexes will fixed in March.

When taking into account such factors as level of wages for the workers of budgetary organizations and prices for energy, it is necessary to adopt this budget.

It is necessary to work very earnestly, including with Financial Ministry of Ukraine, Ministry of economy of Ukraine and Government, in order to protect regional interests”.
That is why, regional budget project for 2008 will be worked out taking into account the remarks and suggestions expressed on the collegium conference, and the project will be considered and approved by the session of the Oblast Rada that will take place on the 25th of January 2008.
