Coordinative council conference devoted to entrepreneurship development
BORYS ADAMOV, the RSA chairman assistant, conducted coordinative council conference devoted to entrepreneurship development today.
The conference studied the following questions:
1. About the executing of the Law of Ukraine “About the permitting system in economic sphere” in the Donetsk region and local authority activities about providing with effective work of permitting centers in such towns as Avdijivka, Khartsyz’k, Amvrosijivs’k, Krasnoarmijs’k, Shakhtars’k districts.
2. Realization in the state program for retraining of administrative staff in the enterprise sphere “Ukrainian initiative” in 2007.
OLEKSANDER HORLOV, the head of the Ukrainian State committee of the enterprise in the Donetsk region, spoke about the first.
OLEKSANDER HORLOV pointed out that the Law of Ukraine “About the permitting system in economic sphere” acts from the 5th of January 2006. Fully, the Law began to act from the 5th of October 2006. Implementation of this Law foresees reformation of all permitting system in the nearest few years. This Law at the first time ratified the principle for establishment exceptionally by the laws the necessity to receive that or other document of permitting character and also how to receive it at legislative level.
State committee of the enterprise developed the normatively-legal acts to provide with delivery of permitting documents by local permitting according to organizational unity and functioning of permitting centers. Correspondingly, all local councils and district state administrations decided to create Permitting centers, ratified regulations of work (in which are meetings of unitary permitting commissions - once in a week expected), accepted decisions according to Law, determined officials-administrators, who will organize delivery of permitting documents. In order to systemize this work Cabinet of Ministers of Ukraine gave a decree № 511 about a certain plan of measures for the current year acting from the 11th of July 2007. In accordance with this plan the project development of Law of Ukraine was foreseen “About changing of Law of Ukraine “About the permitting system in economic sphere” and of the draft law “About the list of documents of permitting character”. These draft laws are prepared.
Also in accordance with this plan it is foreseen to provide effective work of permitting centers and organization of local permitting organs co-operation with the help of executive power organs. On the 1st of December 2007 the region permitting centers witness 23742 documents of permitting character. Donetsk region rates 15th place on this index among other regions. According to the amount of economic subjects’ turnovers into permitting centers – on the 12th place.
The amount of the received consultations in permitting centers – on the 11th place. To occupy higher place is impossible because the individual towns and districts, where permitting centers almost do not work. They are the following: towns – Avdiyivka, Dymytrove, Zhdanivka; districts – Amvrosijivs’k, Krasnoarmijs’k, Shakhtars’kyj, Dobropils’k, Oleksandrivs’k, Starobeshivs’k and Tel’manivs’k. Successful work of permitting centers in a great deal depends on the proper attention to them by the leaders of towns and districts.
IRYNA LYASHENKO, the head of the enterprise development department of the main RSA economic governance, the council secretary, told about the realization in the state program for retraining of administrative staff in the enterprise sphere “Ukrainian initiative” in 2007.
She pointed out that there is preparing of the staff to entrepreneurship sphere in the region. Nowadays, 274 educational establishments of the general, professional and higher education prepare staff for the enterprise sphere. Among them 268 educational establishments, which give enterprise basic and practice knowledge, 6 – retraining and heightening qualification businessmen. Besides, there acts the Program of measures for retraining the administrative staff for entrepreneurship sphere from 2001 in the region. This work is organized and is conducted to implement decision of Cabinet of Ministers of Ukraine from 30.08.2000 № 1358 “About realization of Decree of President of Ukraine from the 3d of July 2000 № 849 “About the assistance to the training of administrative staff for the sphere of enterprise”.
To implement this Program and in accordance with the Cabinet of Ministers of Ukraine decision from 24.01.2001 № 55 there created regional workgroup that operates on the basis of regulations about the regional workgroups of Interdepartmental centre for organization of retraining administrative staff for the enterprise sphere in a region. The center is created at the ministry of economy of Ukraine. A regional workgroup conduct the measures directed on popularization of the Program. The program is carried out in two stages.
The first stage foresees retraining of leaders-businessmen of the first and the second levels (top-managers). In a region, retraining is carried out on the base of the Donetsk national university (economic faculty) that acquired this right after victory in a competitive selection among other higher educational establishments of Ukraine. The Donetsk regional workgroup annually selects competitive specialists for retraining. For today 284 businessmen received diplomas of specialists. There are conducted day and postal tuition, and it lasts 10 months.
The selected form of studies allows attracting more participants, including habitants of other cities of region into the Program. Financing of the Program is carried out due to the state budget. Next fiscal year 3.6 thousands UAH is foreseen per one specialist. 2003-2004 school years were the exception, when 34 persons studied for their own expenses because of the lack of budgetary facilities. It testifies the prestige of such education.
The second stage of the Program foresees training of businessmen-leaders in the leading firms of countries with the developed economy. This part of the Program is financed due to expenses of receiving side. The Donetsk regional workgroup recommended 46 persons for the training abroad, out of whom 23 passed it.
The main countries for training are Germany (87 %), France and Great Britain - 13 %. The analysis of the Program participants demonstrated that 31% out of all number are leaders of enterprises and their assistants, 60.9 % are leaders of middle link, and 8.1% are businessmen - physical persons. Businessmen from 16 cities and 3 districts of the region took part in the program. Majority of them are the residents of Donetsk (72.2 %).
