VOLODYMYR LOGVYNENKO conducted the conference of Coordination council
VOLODYMYR LOGVYNENKO, the RSA chairman conducted the conference of Coordination council to determine the problems of socio-economic development of the Donetsk region. There were considered the Programs of economic and social development of Donetsk and Mariupol for 2008 year at the meeting.
About the results of the Donetsk socio-economic development Program for 2007 and about Program of economic and social development for 2008 reported the Donetsk city chairman OLEKSANDER LUK’YANCHENKO. He said that “the Program of socio-economic development of Donetsk for 2007 allowed to increase an industrial production to 10.7 %, that is 2.5 times more than planned by Program, and middle wages (in city) level - on 26.7 % (from 1182.88 UAH to 1498.8 UAH, including workers without small business 1627.0 UAH)”.
Increase of industrial production is observed in all industries of material production, except for coal industry. The results of the year 2007 show that industry production went down comparing with the year 2006 to 5.1 %.
In 2007 32 enterprises and organizations of the city developed and introduced 69 projects (including additional) amounting 100.7 mln. UAH. Realization of projects was carried out mainly due to the personal funds of enterprises and organizations (40.6 %), and also facilities of customers for works and scientific researches and investments (49.4%). State budget financed 10.0 % from the cost of the mastered facilities.
In addition, 17 industrial enterprises carried on innovative activity during the year 2007 that was 8.5 % from the whole amount of enterprises of the city industrial complex.
OLEKSANDER LUK’YANCHENKO said ”the Program of socio-economic development for the year 2007 allowed to collect a positive financial result from economic activity of enterprises and organizations in a sum 6.8 billion UAH that is 26.0 % more than planned. Budgetary organizations paid the wages in time and fully settled accounts for energy.
As a result of Program implementation in 2007, there were 207.4 thousand square meters of general dwelling area put into operation, 30 km of gas pipeline networks, 4.6 km of water running networks, 1.4 km of sewages networks, 1 boiler room; 53.5 million UAH of capital investments – on building of underground passage. 12 units of technique, 16 trolleybuses, 7 trams, 24 busses of large capacity are acquired in city community property; 25 trams and 26 trolleybuses are totally repaired; 1.3 km tram-car ways are fundamentally reconditioned.
26.4 thousands of new working places are created on the enterprises of all forms of city property. On the 1st of December 2007 the necessity of enterprises, organizations and establishments in workers is 7.8 thousands of people, that is 2 times more than the number of registered unoccupied population. One of the priority directions for city executive committee is the question of debt liquidation of wages payment. As a result of the work being made during the last six years, the debt sum diminished from 111.8 million UAH to 13.6 million UAH, that is – in 8.2 times (operative information).
However, problematic remains the debt liquidation on enterprises-bankrupts and enterprises, not involved in economic activity. The whole sum of debt specific gravity of these enterprises makes more than 50 %.
As the Donetsk city chairman assured the present, “the question of wages’ debt liquidation on economic active enterprises will be determined till the end of the year, for what all possible measures are taken”.
Afterwards, the leader of the regional center submitted the Program of economic and social development of Donetsk city for 2008 that is developed with the basic prognoses indexes of economic and social development of Ukraine for 2008, and also on the basis of departments’ suggestions and managements of local councils, enterprises, organizations and establishments of the city and population. As OLEKSANDER OLEKSIJOVYCH said, “the main priorities are taken into account in the Program, which are basic in Strategy of Donetsk city development to 2020.
The main goals of the Program of the Donetsk economic and social development for 2008 are to increase welfare of population, harmonious and comprehensive development of personality, providing the stable economy growing on the basis of its innovative-investment of thirty years and introduction of energy conservation measures. For achievement of these goals such priorities are determined:
- increase of population income level and forming the middle class;
- energy and resources conservation, forming the city energy passport;
- development of house-communal economy and engineering networks;
- development of city infrastructure (motorways, link, transport, including electrical means of transportation);
- preparation to the Football Championship of Europe among youths till 19 in 2009 and final part of Football Championship of Europe in 2012 in Donetsk;
- increasing of city investment attractiveness and working out of measures for innovative development.
Wages of small enterprises’ workers will increase to 925 UAH and then will be increased to city middle level.
The incomes of local budgets from small business subjects’ activity will be 252.0 million UAH.
The Program of Donetsk entrepreneurship development for 2008-2009 will be directed on the determination of entrepreneurship vital problems, in particular, on the problems’ decision of employment and employment of young people, involving young people into employment of entrepreneurial activity, support of enterprises initiatives.
According to OLEKSANDER LUK’YANCHENKO, next year “there will continue building of underground passage costing 298.5 million UAH, including 209.0 million UAH from the state budget, 60.0 million UAH is the regional budget, 29.5 million UAH – city budget.
In order to reform house-communal economy to create 200 joint owners associations of apartment dwelling houses.
In order to improve serving of passengers there will be ended reconstructions of the bus station “Trudovs’ka” and “Center”, conducted prophylactic repairs on all bus stations and controllers' stations.
Obtaining of 12 trams, 20 trolleybuses, 25 busses of large capacity and 10 busses with capacity 45-50 passengers is planned.
Repairing of 30 trams and 42 trolleybuses, 12 km of tram-car way and 39 km of links are planned.
It is forecast in 2008 increase of middle wages on the whole on a city with small business on 17,6% (with 1498,8 UAH of to 1762,66 UAH).
In addition, within the implementation of the Law of Ukraine “About the special economic areas and mode of investment activity in the Donetsk region” foreign investments amounting 27.1 million USA dollars are expected.
In the end of the Donetsk city chairman speech, there was added to the protocol the finding of building for Kirov Region Pension Fund, and also transference of central plumbing knot to the city property.
As far as Mariupol’ city is concerned, its prospects were presented by the city chairman, YURIY KHOTLUBEY.
Plenty of measures are planned to be held in the house-communal economy next year in Mariupol. 119 million hryvnyas will be put into the city budget. Special attention will be paid to the energy-saving question that is to heating of buildings and reconstruction of the lighting systems. According to YURIY KHOTLUBEY, energy-saving measures will help to economize more than 9 million hryvnyas. In 2008 problems of environment will be considered, and the metallurgical enterprises of Donetsk and Mariupol, according to their leaders, will use converter production instead of martin one.
