About operative situation in Donetsk region for 7 months of 2008

The basic efforts of law-enforcement bodies of the region in 2008 have been directed on carrying out of requirements of Decrees of the President of Ukraine, the Government of Ukraine, the Instruction of Minister of Internal Affairs of Ukraine from 18.02.2008 № 1, the State Complex program of preventive maintenance of offences for 2007-2009 and the complex regional program "Law and order" for 2004 - 2010.

 

As a result it was possible to reach success some directions of struggle against criminality.

 

14908 crimes of general criminal orientations, including 4668 heavy and especially heavy are detected. Persons were incriminated in 283 murders, 450 heavy physical injuries, from which 96 - with fatal consequences, 69 rapes, 497 armed assaults, 1220 robberies, 2780 thefts of property.

 

 In July 252 criminals, including 3 murderers, 14 - for heavy physical injuries, including 5 - with fatal consequence, 5 - robbers, 20 - robbers are detained, and all for 7 months 2008 found 19 murderers, 29 persons for murder, 55 robbers, 149 robbers are detained, and all 1830 persons who were in search are detained.

The number of the registered crimes on all lines was reduced - 27626 (-2,6 %), including heavy and especially heavy - 9378 (-11,6 %), of general criminal orientations - 25581 (-2,7 %), including heavy and especially heavy - 8586 (-12,6 %), heavy physical injuries - 476 (-5,2 %), including with fatal consequences - 96 (-17,2 %), armed assaults-749 (-22,4 %), robberies - 2289 (-23,3 %), thefts - 9160 (-3,0 %), including from habitation - 1730 (-21,0 %), illegal capture of vehicles - 385 (-14,4 %), road accident with fatal consequences - 102 (-29,7 %), has decreased quantity of the crimes accomplished by minors - 1148 (-19,3 %), in group - 1673 (-14,9 %).

 

   Activity of 25 organized criminal groups is revealed and stopped, criminal cases of which are completed and directed to court. The structure of groups included 113 persons, by which 119 crimes (43 economic), including 1 fact of gangsterism, 2 murders, 8 armed assaults, 6 robberies, 4 assignment in especially greater sizes, 1 fact legalizations (washing up) of the incomes criminally received are accomplished.

 

Opportunities of warning clauses of the Criminal code were used. Openly 1062 criminal has put for hooliganism, 366 - for threat by murder, 3461 - for the crimes connected with the illegal reference of narcotic substances, including 607 - for selling, 24 - for retraction in a narcotism. 33 facts of demands are revealed.

 

In order to stop further uncontrollable distribution of fire-arms, ammunition and explosive substances, bodies and divisions of internal affairs of the region had withdrawn from illegal circulation 485 units of fire-arms, including 4 automatic devices, 20 rifles, 8 pistols, 126 hunting ружей, 58 sawn-off guns, 143 units of the self-made weapon, 26 pomegranate, 26.5 kg of explosive substances, 10.9 thousand charges, 209 electric detonators.

 

 On the facts of the illegal circulation of the weapon it is opened 653 criminal cases, including fire weapons - 463.

 

 In sphere of economic criminality 2025 crimes, including 551 – average heavyness, 641 - heavy, 147 - especially heavy, 317 - in bank sphere are revealed, including 93 - is directly in banks, 156 - in sphere of privatization, 353 - in budgetary sphere, 46 - foreign trade activities, 69 - in agriculture, 327 - in fuel and power complex, including 111 - in coal area, 56 - in the field of high technologies.

 

Criminal cases on 1423 economic crimes are finished, directed to court - 1200. As a compensation of the material damage caused by criminal encroachments on economy, the state received 46.7 million hryvnjas that makes 122.8 %.

 

For 7 months of 2008, 236 facts of bribery are revealed. 215 crimes of corruption are exposed. Created and directed to court 46 administrative reports, considered by courts - 39, 38 state employees are fined. 25 facts of bribery with the sum of a bribe from above 10 thousand hryvnjas are exposed. 13 - for the sum which exceeds 30 thousand hryvnjas.

In budgetary sphere 353 crimes are detected, including 32 plunderings in large and especially large sizes, 117 facts of bribery. 129 officials are involved in crimes. It is directed 260 criminal cases to court.

 

At the enterprises of coal sphere 111 crimes are revealed, losses of which have made 5.7 million hrn., compensated – in the sum of 14.7 mln. hrn. 52 criminal cases are directed to court.

 

And on objects of fuel and power complex 327 crimes are revealed. The loss has made 7.9 mln. hrn., compensated – 16.7 mln. hrn. 180 criminal cases are directed to court.
