“Social partnership – guarantee of the entrepreneurship development”

Today, Slovyans’k witnessed “round table” conference devoted to “Social partnership – guarantee of the entrepreneurship development”. Conference participants are the following: RSA deputy chairman Borys Adamov, director of limited liability company “Chajka” in Krasnyj Lyman city Volodymyr Andriyev, director of communal enterprise “Kramators’k city fund of entrepreneurship’s support” Oleksandr Afonin, the head of Ukrainian state committee representation within regulatory  policy and entrepreneurship in Donetsk region Oleksandr Horlov, the head of Donetsk city public organization “Agency of local self-government development” Valeriy Kochuyev, president of the Donetsk Commerce and Industry Chamber Hennadiy Chyzhykov, general director of the Regional entrepreneurship’s support fund in Donetsk region Tatiana Shashkova, representatives of city councils and district state administrations, private entrepreneurs.

Opening conference, Borys ADAMOV pointed out that “such meetings are already traditions. In March of previous year there was “round table” conference devoted to “Small and middle business. Relationships with authorities and controlling organs in Donetsk”. Such an attention towards small business development is quite justified. It is well-known that small entrepreneurship plays a great role in region and country socially-economical development. Development of inner market and also forming of middle class are impossible without small entrepreneurship”.

According to the region deputy chairman, small business stably develops in Donetsk region. According to the preliminary information, number of small enterprises exceeds 26 thousands. They occupy near 148 thousands of people that is 13% of a general number in the region. Entrepreneurs-physical persons are more than 163 thousands of people. They give job to nearly 82 thousands of people.

The most spread branches of small entrepreneurship are trade and service sphere. Nearly 70% of all small enterprises’ realization belongs to them. Industry and building are not jet large, only 12%. Agriculture occupies less than 3%.

Borys ADAMOV is confirmed in that the “region potential allows small business to be developed more actively. And we surely should use this potential. Activity of RSA and region council is directed upon solving tasks connected with small entrepreneurship development”.

 Small entrepreneurship support is curried out in the region according to Regional strategy of small and middle business development till 2010 and Regional program of small entrepreneurship development for 2007-2008. Successive small business development depends to a great extent upon providing small business subjects with financial resources.

Last year began to work new mechanism of financial support – partial percentage compensation with the help of region budget assets within credits, received by small and middle business. In January last year, 5 entrepreneurship subjects took part in business projects competition, 4 of whom received financial help for realization of investing projects amounting UAH 95.8 thousands.

 

Besides, reduction of credits was made with the help of state budget funds. They used UAH 2130 thousands, which were received by small and middle business subjects for realization of 26 investment projects.

State budget means also supported farms, which received financial help amounting UAH 1.7 millions last year.

RSA deputy chairman stressed out that “general region budget amount of funds directed upon realization of regional program of small entrepreneurship development for 2007 twice as much as in 2006. By using those means a great attention was paid to developing entrepreneurship support infrastructure. On a par with local authorities were created 2 new funds of entrepreneurship support in Kramators’k and Snizhne towns”.

In order to provide small entrepreneurship subjects with informational, consulting services and other kinds of support, there were established functioning of Resources centre of the Regional entrepreneurship support fund in Donetsk region and Centre of consulting help within problems of industrial property and copyright protection by Donetsk regional department of Ukrainian Academy of technological sciences.

 For the first time, the competition “Entrepreneur of the year” was held last year. Winners were rewarded on the eve of Entrepreneur’s Day. This year we plan to attract city councils and district state administration executive committees to realization of the competition and that will allow to maximally widen participants’ geography and to choose winners according to their significance for concrete territory.
 According to Borys ADAMOV words, in order to activate entrepreneurship sector development in the region it is needed to create real partnership between business and authority that will allow solving of problems by combined efforts.
Participants of the “round table” held frank, constructive and opened dialogue. They considered the ways of creating favorable business environment in the region, the main factors that hinder to business development and ways of their removal, perspectives and problems of cluster development in the sphere of production and national services, role of business-associations in entrepreneurship region development, solving of small business problems at the regional level, small business development problems in villages, ways of increasing social business responsibility within creating favorable business environment in the region, frankness of authorities as a background for partner and mutually advantageous relationships between authorities and business, and many others.
